The Chairman thanked Councillor Taylor for attending the Remembrance Sunday Service and laying the wreath on behalf of the Council. He also thanked Councillor D. Sargeant for the festive refreshments.

57/16. Minutes of Last Meeting.
The minutes of the meeting held on 29th. September 2016 had been circulated. It was agreed that they be signed as a true and correct record.
58/16. Matters Arising.
A parishioner had forwarded a copy of a letter which she had received from Network Rail confirming that gates had been fixed on the disused railway line to prevent cattle and the public from accessing the track. It also stated that gates would also be installed at the bridges.
A letter had been sent to the local police inspector regarding speeding on the A53. A telephoned reply stated that the matter was being looked into with possibilities of a shared camera under a Speed Watch scheme.
A letter had been sent to Staffs. Moorlands District Council requesting a replacement litter bin to be sited on the canal bridge in Sutherland Road. A reply stated that there was a standard monitoring procedure to establish whether an additional bin was required. It also suggested that the bin further up Sutherland Road could be re-sited in that position as it was not well used currently. It was agreed to ask for the bin which had been removed from the towpath by the bridge to be re-installed.
The collapsing stone retaining wall adjacent to Horse Bridge had been reported to Canals & Rivers Trust. A reply stated that the problem would be investigated.
It was reported that:
the problem with the road gullies in Leek Road A53 had been reported again.
damage to the ditch etc in Honeysuckle Lane had been reported to Staffs. County Council.
the pavement outside The Old Smithy which had been damaged by an accident was to be repaired.

The following plan had been distributed to Councillors, due to the time scale, and they had agreed to forward no objections, subject to normal planning guidelines, to:
SMD/2016/0647 Outline Planning Application with some matters reserved (except for Access, Layout & Scale) for the Erection of a Single Dwelling with Garage at Ridgeway House, Leek Road, Longsdon.
A rider was added that no mention had been made of the need for septic tank drainage.

It was agreed that the Council’s lengthsman be instructed to paint / varnish the new bench seat on the top canal near to Denford Road.
A report was given that repairs to the bus shelter on Leek Road, opposite the old New Inn, had never been carried out by the Moorlands District Council. It was agreed that an estimate for the necessary repairs be obtained from a local tradesman for future discussion.
It was agreed that the Chairman’s chain of office be engraved to update it.
A report was given of a partly completed extension at a property in Denford Road in a Conservation area which did not appear in keeping with the actual property. This matter to be reported to Staffs. Moorlands Planning Dept. for investigation.
Councillor Lovell reported that due to the flooding of his dwelling he was staying in temporary accommodation in Wood Road.
After a request from the Council’s lengthsman, his hourly rate was discussed and it was agreed that this matter be left until next year’s estimates were discussed.

The Chairman thanked Councillor Lovell for preparing the room and for copies of e.mails which he had sent, on a personal basis, regarding speeding on the A53 Leek Road. A reply from the police was awaited.
43/16. Public Comments.
District Councillor Hawkins thanked the Council for the Get Well Card and the flowers which had been sent to her during her incapacity.
The member of the public gave a report on her contact with Staffs. Moorlands District Council regarding the removal of the dog waste bin near Horse Bridge in Sutherland Road. The Chairman pointed out that there would be a report on the matter later in the meeting.
She also reported that a gate(s) had been fixed on the old railway line by Network Rail.
44/16. Minutes of Last Meeting.
The minutes of the meeting held on 18th. August 2016 had been circulated. After the correction of a name wrongly spelt it was agreed that they be signed as a true and correct record.
45/16. Matters Arising.
A letter had been sent to the local police inspector regarding speeding on the A53 but no reply had been received. Councillor Lovell gave a report on an accident involving an overturned car on the A53 outside his residence.
The ongoing problem with the blocked gullies in Sutherland Road at the junction with Wood Road had again been reported to the County Council after no action had taken place. An email had been received from a nearby resident to say that the gullies had been cleaned out and that the situation would be monitored.
An e.mailed reply had been received from Staffs. County Council regarding the proposal to ask for the lay-by at Endon to be made one-way from a Northerly direction and the suggestion that a new additional lay-by could be constructed on the opposite side of the main road to facilitate traffic from the South. The reply stated that a new lay-by could not be constructed and the matter should be left until after the Coroner’s findings into the fatal accident at the location had been received.
The County Council had also stated that no action would be taken on the advertising trailer(s) in the lay-by.
A reply had been received from the County Council stating that residents in Denford Road would be instructed to remove the stones from grass verges which were rolling into the road and causing obstruction.
A letter had been sent to Staffs. Moorlands District Council to report that the dog waste bin on the canal towpath near Bridge No 4, Denford Road is damaged and is not being emptied. A telephoned reply stated that the bin had been wrongly sited and suggested that the Canals & Rivers Trust be approached to service the bin. After some discussion that it was not Parish Council’s responsibility to approach the waterways authority, the Moorlands Council stated that they would remove the bin from the towpath.
It was reported, however, that a waste bin had been removed from the canal towpath by Bridge No.6 Sutherland Road. It was agreed to ask the Moorlands Council for a replacement bin to be sited on the bridge in Sutherland Road.
A reply had been received from Karen Bradley MP regarding the proposed changes to the ambulance service in Leek stating that she had contacted the CEO of West Midlands Ambulance Service who had assured her that the proposal was still being reviewed. She was also informed that a 4 x 4 ambulance would be provided and that the Leek team were fully trained in the use of the vehicle.
It was reported that:
the problem with the road gullies in Leek Road A53 had not be done and would be reported again.
the problem in Leek Old Road had again been reported with photographs.
the safety rails which had been left by the entrance to Stonelowe Hall, Leek Road had been removed.

Further information had been received from the Pensions Regulator giving various staging dates but the Council’s employee would not meet the age and earnings criteria.

A report was given of a stone wall which was collapsing adjacent to the steps down to the towpath at Horse Bridge, Sutherland Road. This to be reported to Canals & Rivers Trust.
Mention was made of a caravan parked beside the fishing pool in Sutherland Road. This to be monitored.
The pavement outside The Old Smithy had been damaged by an accident. Councillor Lovell reported that a lady had sustained an injury to her ankle on the uneven surface. He had reported the matter to Staffs. County Council and the matter would be monitored.

The Chairman thanked Councillor Weston for circulating the planning comments on a refused application.
30/16. Public Comments.
The member of the public gave a report on traffic incidents and accidents near to her property which was, she reported, as a result of the high speed of vehicles using the A53 main road. She asked if cameras could be used to check the speed of the vehicles. It was agreed to write to the Police to ask if mobile speed cameras could be used on the road.
31/16. Minutes of Last Meeting.
The minutes of the meeting held on 30th. June 2016 had been circulated and it was agreed that they be signed as a true and correct record.
32/16. Matters Arising.
The ongoing problem with the blocked gullies in Sutherland Road at the junction with Wood Road had again been reported. After consultation with the Chairman the matter had been passed to County Councillor Gill Heath asking her to take up the matter. This action was sanctioned.
The items from the last meeting had been reported to the County Council however the problem in Leek Old Road could not be detected and would be reported again.
The defective concrete inspection chamber covers at the entrance to Stonelowe Hall, Leek Road had been replaced but some safety fencing had been left on site. This to be reported to British Telecom.
Letter of congratulation had been sent to Dr Shiers on his award of the OBE.
33/16. Correspondence.
An e.mail had been received from Endon Parish Council asking for support for investigating, again, the white line structure around the lay-by at Endon and also asking the Councils opinion on a proposal to ask for the lay-by to be made one-way from a Northerly direction. Councillors felt that as the white lines were reported to be subject to the normal criteria no further action could be taken. However, it was agreed to support the proposal for the lay-by to be made one way but with no right turn at the Northern entrance for traffic travelling from the South. It was suggested that a new additional lay-by could be constructed on the opposite side of the main road to facilitate traffic from the South. Endon Parish Council to be informed of these decisions.

Councillor Lovell gave a report on the A. G. M. of Longsdon Memorial Hall. There were no problems.

It was reported that the dog waste bin by the bench seat on the canal towpath near Bridge No 4 is damaged and is not being emptied. This to be reported to Staffs. Moorlands District Council.
A report was given of meetings still taking place regarding the future of an ambulance based in Leek. It was agreed to write to Karen Bradley MP, with a copy to the Leader of Staffs. Moorlands District Council, asking that the ambulance remains in Leek.

16/16. Chairman’s Address.
The Chairman thanked Councillor Bills for preparing the room. He also thanked her for delivering the bouquet of flowers for District Councillor Hawkins. He reported that he had had a chance meeting with Councillor Hawkins who had thanked the Council for the flowers and had apologised as she thought that as a result of illness she had let the Parish Council down. The Chairman had refuted the need for an apology.
He also reported a fatality on the A53 in the parish.

The minutes of the meeting held on 3rd. May 2016 had been circulated and it was agreed that they be signed as a true and correct record.
19/16. Matters Arising.
The Clerk gave a report on a visit with Councillor Bills to Severn Trent’s reservoir site at the invitation of the site manager. He was very helpful and reported that the “monstrosity” which was an aerating plant did not actually require planning permission but the Council had not received the correct plan for a building in the site.
Councillor Bills then reported on a later residents’ visit to the site when they were assured that some form of screening would be investigated. There could possibly be a problem with noise from the plant and this would be monitored. Councillor Bills was thanked for her information.
The unauthorised advertisement sign attached to the “Longsdon” sign had now been removed and the work involving a traffic cone in Micklea Lane had been completed by Staffs. County Council.
A letter had been sent to the owners of the old New Inn site to ask what progress was being made with possible work on the site. A reply indicated that the whole project was held up awaiting a bat survey.
The blocked road gully grating had been reported to the Council’s lengthsman and also the excessive litter in Denford Road. He had visited Denford Road the following morning to remove the litter but reported that he would need to be there every day to remove the excess.

*It would also be noted that the proposed dwelling is within the proposed infill area mentioned in the recently received Preferred Site Options document.
The agreed statement on the preferred site options from Staffs. Moorlands District Council which appeared to show that there was no necessity for allocation of sites as new housing could be accommodated with an amended (extended) infill boundary had been sent in. It had also asked that the infill boundary be extended further to take in Micklea Lane and that part of School Lane (adjacent to the A53 Leek Road) as these areas were part of the village.
One parishioner had approached the Chairman on the matter and was informed that he could not make decisions for the Council and the Clerk had received two requests for a sight of the agreed statement but this was not issued as Councillors had not seen the reply officially.
22/16. Finance Matters.
The Council’s insurance policy had been renewed.
The Councils Annual Return had been sent in and acknowledged.
A letter of thanks had been received from Dunwood First Responders Group for the grant of £600 – 00.
Information had been received from Leek United Building Society asking for confirmation of the Council’s turnover. This had been duly returned.
Purchase Order for the lengthsman scheme had been received from Staffs. County Council.
Confirmation of the lengthsman scheme had been received from Staffs. Moorlands District Council.

The minutes of the meeting held on 31st. March 2016 had been circulated and it was agreed that they be signed as a true and correct record.
06/16. Matters Arising.
It was agreed to forward a “Get Well Soon” card together with some flowers to District Councillor Norma Hawkins. Councillor L. Bills volunteered for this task.
The ongoing problem with the blocked gullies in Sutherland Road at the entrance to Wood Road had still not been resolved. The County Council had again been contacted.
An acknowledgement letter had been sent to the owner of Dunwood Hall. Enquiries had revealed that the District Council no longer informed Parish Councils regarding Premises licences.
Mention was made of an apparent “monstrosity” which had been erected by Severn Trent at the reservoir at Ladderedge. It was agreed to write to Severn Trent to ask if any screening was planned.
The unauthorised advertisement sign attached to the “Longsdon” sign and the traffic cone in Micklea Lane had been reported to Staffs. County Council.
It was reported that:
the Council’s lengthsman had been informed of the litter problem in Denford Road.

Information had been received from Staffs. County Council about possible changes to Neighbourhood Highways Team visits and the suspension of the County Council’s lengthsman scheme. This could result in the agency work being funded by an increase in the precept in coming years.

The following plan had been distributed to Councillors, due to the time scale, and they had agreed, by a majority decision, to object to:
SMD/2016/0185 Single Storey Side Extension (re-submission) at Upper Dales, Dunwood Lane, Longsdon.
on the grounds of excessive development in the Green Belt. The dwelling has already had large extensions which must exceed the permitted increase in the size of the building. These objections are similar to a previous application as the new application is only very slightly smaller than the previous proposal.

A report had been received from Staffs. Moorlands District Council on preferred site options under the planning proposals for Longsdon village. It appeared that there was no necessity for allocation of sites as new housing could be accommodated with an amended (extended) infill boundary.
Councillors welcomed this news but it was agreed to write to state that the infill boundary should be extended further to take in Micklea Lane and that part of School Lane (adjacent to the A53 Leek Road) as these areas were part of the village.
09/16. Finance Matters.
The end of year invoices for the lengthsman scheme had been sent to Staffs. County Council and Staffs.
Moorlands District Council and had been paid.
The Council’s insurance policy was due to be renewed on 1st. June 2016. Two quotations had been obtained, with similar amounts, but it was agreed to renew the policy, again, with Zurich Insurance in the sum of £312 - 03.
Councillors were issued with an audited end of year Income & Expenditure Account.
A report had been received from the Council’s Internal Auditor which stated that he had worked to the requirements outlined in Section 4 of the Annual Return and also the suggested approach in the Governance and Accountability Practitioner’s Guide. He had found the Council’s internal checking and control system in place were effective and the records and accounts were maintained to a high standard and were in good order. There were no matters which needed to be brought to the attention of the Council.
The Annual Return had been completed using the figures audited by the internal auditor. It was agreed to approve the Annual Accounts and the Annual Return was duly signed accordingly.
The hourly rate of pay for the lengthsman was discussed and it was agreed to leave it unchanged for the moment.
It was agreed to forward a grant of £600 – 00 to the Dunwood First Responders Group – the last grant to the Group being awarded in June 2012.

12/16. Any Other Business.
It was agreed to write to the owners of the old New Inn site and ask what progress was being made with possible work on the site.
A pot hole in Denford Road would be reported to Staffs. County Council.
A blocked road gully grating would be reported to the Council’s lengthsman after enquiries as to whether he was still undertaking tasks as it appeared that there was always excessive litter in Denford Road.

The next meeting of the Council will be held at 7 - 00p.m. on Thursday 30th. June 2016 at St. Chad’s Church Room, Leek Road, Longsdon.
